November 27, 2024 is a good day for the federal government. With this current issue, Federal Register / Vol. 89, No. 229 / Wednesday, November 27, 2024 / Notices is up to page 94594. The federal government is busy.
The one Presidential Documents:
National Child's Day, 2024 by the Executive Office of the President on 11/27/2024.
This proclamation sets November 19, 2204 as the National Child’s Day. So, Happy Belated National Child’s Day!
“On National Child's Day, we recommit to ensuring that every child in America has the opportunity to pursue the limits of their talents and ambitions, and we uplift them as the leaders and doers of the future.” In practice, are your children reaching their potential?
The one Significant Document:
Investigations of Child Abuse and Neglect Rule by the Children and Families Administration on 11/27/2024.
This interim final rule has an extended comment period ending January 27, 2025. The summary, “This IFR describes how ORR shall investigate and substantiate allegations of child abuse and neglect occurring in certain ORR care provider facilities, and maintain a registry of perpetrators relating to certain sustained allegations.”
Something unique, “This IFR is effective December 27, 2024. Comments on this IFR must be received on or before January 27, 2025.”
The instructions to make a comment is incomplete. Normally, there are specific dockets and references for Federal eRulemaking Portal: http://www.regulations.gov. Follow the instructions for submitting comments. With this situation, those are currently missing. The only reference is RIN 0970-AD10.
Maybe in the future, there will be a chance to actually comment during this extended period. I will attempt to follow up, but if not, then please remind me.
SPECIAL Item:
Solicitation of Proposals for New and Modified Safe Harbors and Special Fraud Alerts by the Health and Human Services Department on 11/27/2024.
This Notification of intent to develop regulations has an open comment period ending on January 27, 2205. The summary, “In accordance with section 205 of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), this annual notification solicits proposals and recommendations for developing new, or modifying existing, safe harbor provisions under section 1128B(b) of the Social Security Act (the Act), the Federal anti-kickback statute, as well as developing new OIG Special Fraud Alerts.”
To make a comment, use https://www.regulations.gov. Follow the “Submit a comment” instructions and refer to file code OIG-1124-N, which is not currently available, but soon.
Seeking guidance on safe-harbor regulations along with a Special Fraud Alert, the Office of Inspector General (OIG) needs assistance. So, the OIG wants to know what would be considered a kickback and what would be considered a normal course for a business arrangement. Seems to me that ethics might not be very high when asking for this type of guidance.

According to the US Debt Clock at roughly 9:34 AM, the US debt is roughly $36,073,865,000,000. The debt per tax payer is $273,132. The good news is that the federal government revenue is roughly $5,056,474,000,000. Not too shabby if you ask me.
