Friday, November 15, 2024 is a great day for the federal government.  Today, the federal government currently records 179 documents from 51 agencies (325 Pages) with 166 Notices, 3 Proposed Rules, 10 Rules, and 3 Significant Document.    With this current issue, Federal Register / Vol. 89, No. 221 / Friday, November 15, 2024 / Notices is up to page 90546.  The federal government is busy. 

Provisions Pertaining to U.S. Investments in Certain National Security Technologies and Products in Countries of Concern by the Investment Security Office on 11/15/2024.

This final rule is effective on January 2, 2025.  With this final rule, the summary, “This final rule sets forth the regulations that implement Executive Order 14105 of August 9, 2023, “Addressing United States Investments in Certain National Security Technologies and Products in Countries of Concern,” which declares a national emergency to address the threat to the United States posed by countries of concern that seek to develop and exploit sensitive technologies or products critical for military, intelligence, surveillance, or cyber-enabled capabilities. The final rule requires United States persons to provide notification to the U.S. Department of the Treasury regarding certain transactions involving persons of a country of concern that are engaged in activities involving certain national security technologies and products that may contribute to the threat to the national security of the United States; and prohibits United States persons from engaging in certain other transactions involving persons of a country of concern that are engaged in activities involving certain other national security technologies and products that pose a particularly acute national security threat to the United States.”  This seems good, but not sure the true impact.  Look for unintended consequences.

 


Defense Federal Acquisition Regulation Supplement: Disclosure of Information Regarding Foreign Obligations (DFARS Case 2018-D064)
by the Defense Acquisition Regulations System on 11/15/2024.

This proposed rule is open to comment, https://www.regulations.gov/document/DARS_FRDOC_0001-1579 by January 14, 2025.  The focus, “DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act for Fiscal Year 2019, which prohibits DoD from acquiring products, services, or systems relating to information or operational technology, cybersecurity, industrial control systems, or weapon systems through a contract unless the offeror or contractor provides disclosures related to sharing source code and computer code with foreign governments.

Currently, there are only 7 comments.  Make your thoughts and feedback known.  Follow the specific rules about making comments. 

 

General Services Administration Acquisition Regulation; SAM Representation for Leases by the General Services Administration on 11/15/2024.

This final rule is effective on December 16, 2024.

The summary, “The General Services Administration is issuing this final rule amending the General Services Administration Acquisition Regulation (GSAR) to remove the requirement for lease offerors to have an active System for Award Management registration when submitting offers and instead allow offers up until the time of award to obtain an active registration.”

According to the US Debt Clock at roughly 9:52 AM, the US debt is roughly $36,000,827,000,000.    It seems that the debt per taxpayer is $272,82.   The good news is that the federal government revenue is roughly $5,039,035,000,000.  Not too shabby if you ask me. 

Special Note: Interest of Debt (Net) is $9993,483,000,000.
